Pertamina Hulu Mahakam’s tender for two swamp barges for 1+1 year terms starting in early 2018 is drawing near to a year in gestation and is still in the technical evaluation stage. It remains difficult to comprehend why it takes so long. The tender requires Indonesian ownership which puts Apexindo in pole position with a choice of three suitable Indonesian flagged rigs that have worked for in Mahakam field for a decade of more and therefore hardly un-known technically. Husky-CNOOC continues to make heavy weather of the tender for a jackup for their MBH, MDA and MDK development drilling project in the Madura Sea, having now invited the six qualified contractors to pick up tender documents for their latest re-tender. A pre-bid meeting was held on 11 August and attended by representatives of Apexindo, COSL, Seadrill, JDC, KS Drilling and Shelf. Bids are now due in on 29 August. The 7+2 well program is scheduled to commence in Q4 this year.
Apexindo jackup Rani Woro remains on standby in Balikpapan while waiting instructions from Pertamina Hulu Energy Abar to mobilize to the Abar block in northwest Java for a 2-well char-ter although the final workscope has not yet been agreed. After re-tendering in March, bids are due back to Husky-CNOOC (HCML) on August 29 for the operator's seven-well plus two-option contract in the MBH, MDA and MDK fields in the Madura Sea area off Indonesia. The qualified contractors, Apexindo, Seadrill, COSL, Japan Drilling, KS Drilling and Shelf Drilling, picked up bid packages at an August 11 meeting. Drilling is scheduled to begin late in 2017, so an award should be made in September.
Apexindo jackup Tasha has completed the first well of its 4 development well charter for Premier Oil in the Anoa field in the Natuna Sea offshore Indonesia. The well is to be brought into production this month. Tasha is expected to complete the charter in November and it the first phase of a split charter with phase 2, still an option at this point, set for April 2018 with the rig available for other work in the interim.
Apexindo have picked up a new charter for one of their swamp barges in the Mahakam basin offshore Indonesia. Total, who relinquish the Mahakam PSC on 1st January 2018, have chartered the Maera from 1st July until end December when they hand over the PSC to Pertamina Hulu Energi Mahakam. The rig had completed its previ-ous charter with Total last March. Pertamina Hulu Energi ONWJ in Indonesia had issued an EOI for an Indonesian flagged jackup for 2 exploration wells in the Abar and Anggursi areas back in April and have now awarded Apexindo jackup Rani Woro the work through a direct appointment via its subsidiary PHE Abar and Anggursi. The contract duration is between 60-80 days and commencement is around mid August when the rig completes its 5-yearly special survey.
Vantage Drilling jackup Topaz Driller is to return to work for PC Indonesia for 2 wells after an award made under a direct appointment. PCI had re-tendered for a jackup for 2 wells in the Ketapang PSC and 1 well in the North Madura II PSC after its first tender failed when less than three bidders had qualified due to its Cabotage requirement. The charter duration is for 6 months and will begin immediately after the rigs current assignment with Ophir in Thailand, either August or September depending on options. Ophir Energy’s pre-qualification submission date for its re-tender for an UDW floater has been extended to early August. Five contractors have been invited to participate, Apexindo (who presumably will represent an international contractor), COSL, Ensco, Seadrill and Transocean. Ophir requires a semi or drillship capable of working in 1800m water depths and MPD capable for an explora-tion well in the West Papua IV PSC. The re-tender has removed the requirement for an Indonesian flagged vessel of which there are none and has also lowered the local content requirement reduced to 15%.
Husky-CNOOC have pre-qualified five contractors for their long drawn out tender for a jackup for its 7+2 well drilling program in the MBH, MDA and MDK fields in the Madura Sea. Four con-tractors, Apexindo, JDC, COSL and Seadrill had already qualified from a previous failed tender and were joined by KS Drilling. The 18 month charter is to begin in December this year. HCML have been criti-cized by SKKMIGAS for continually favouring Chinese contractors so it will be interesting to see the results this time around.
Husky-CNOOC’s tender for a jackup for a 7+2 well charter for their MBH, MDA and MDK fields in the Madura BD PSC continues to potter along as it has done since December 2015. Still at the pre-qualification stage (lost count how many tenders and re-tenders) they are currently re-questing clarifications from bidders, twelve of whom participated in the previous pre-qualification of which Apexindo, Seadrill, JDC and COSL managed to qualify and are exempt from the current pre-qualification exercise.
Pertamina Hulu Energi Mahakam is said to have completed its evaluation of bids received against its tender for two swamp barges, both to commence in January 2018 for 2+1 year charters. Apexindo, who have three swamp barges stacked in the Mahakam area, and PT Sudjaca Palembang are known the have submitted bids, the latter likely on behalf of Shelf with the Hibiscus. There is believed to be another bidder which earlier had been identified variously as a Chinese company and/or KS Drilling. Local content requirement is 50% which enforces an Indonesian flagged unit.
PC Ketapang, part of PC Indonesia would appear to be pursuing two separate rigs for their Ketapang and North Madura II drilling campaigns with an LOA believed to have been awarded for 2-wells of 6-months duration for the first campaign through “direct selection”. The selected rig is said to be one that has worked for PC Indonesia previously. These include the Topaz Driller, Tasha and COSLBoss. Apexindo jackup Tasha has begun the first phase of its two phase drilling charter with Premier Oil in the Natuna Sea offshore Indonesia. The rig is on location in the Anoa field and is expected to complete the first part of its charter in late October. The optional Phase 2, if exercised, would begin in Q2 2018 and could last for 324 days. The rig could fill the gap between Phase 1 and Phase 2 by being awarded the PC Indonesia work currently being direct negotiated.
Apexindo BMC-375 jackup Soehanah has begun its 1+1 year charter with Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) in the Java Sea. The rig is next available ei-ther in June 2018 or June 2019 depending on whether the option year is exercised. The contract for this long running tender process had been signed in April.
Another Apexindo jackup starts up a new charter. 2014 built jackup Tasha has begun its two phase charter with Premier Oil in the Natuna Sea offshore Indonesia. Phase 1 is for 4 wells with an expected duration of 135 days which will keep the rig busy until end October. It will then be available for other work until Phase 2 of its charter, which is optional, begins in June 2018. If exercised this program would be for 324 days.
Apexindo jackup RaniWoro, built in 1982 and formerly the West Bonanza which Apexindo pur-chased in 1994, is now undergoing its seventh 5-year SPS. It is currently alongside a jetty in East Kalimantan after completing its charter with Pertamina Hulu Energi Nunukan (PHENC). Apexin-do say they are closing in on a follow on charter for the rig, likely PetroJava who had been hoping to use the op-tion that PHENC had on their contract for the rig.
Apexindo operated jackup Soehanah is en route to the Java Sea to commence its 1+1 year charter with Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) offshore Indonesia which it is expected to begin in the first week of June. The rig will next be available in June 2018 or June 2019 if the option period is exercised.
Apexindo jackup, Tasha, is preparing for its charter with Premier Oil and expects to commence at Premier’s Natuna Sea location offshore Indonesia in early July. The rig has been chartered for a two-phase drilling program, phase 1 this year from July to October/November then Phase 2 next year from April until February 2019 although this is still an option for Premier. The rig is available in the interim.
